Background: Argentina sailors who served through the Falklands conflict were decorated on September 10 by the outgoing commander of the Navy, Admiral Jorge Isaac Anaya. Some 368 of the medals were awarded posthumously, mostly to members of the sunken cruiser, General Belgrano. The ceremony, which took place at the Escuela de Mecanicos de la Armada in buenos Aires, was one of the last important public functions of Admiral Anaya, who will be succeeded by Vice-Admiral Ruben Oscar Franco on October 1. Admiral Anaya was the last remaining member of the three-man Junta which ordered the occupation of the Falklands earlier this year. The first to go was General Leopoldo Caltieri, the Army commander, in June. And, in August, Brigadier Lami Dozo retired from his position as commander of the Air Force. Admiral Anaya became head of the Navy last December, and was regarded as the most hard line member of the junta. His replacement, Vice-Admiral Franco, is currently Argentina's representative on the Inter-American Defence board in Washington. Admiral Anaya's resignation is expected to smooth the way for the reformation of the junta, announced in an official communique on September 10.
