AS NEWSPAPERS USED THEIR BOLDEST HEADLINES AND EXTRA EDITIONS WERE RUSHED ONTO THE STREETS, THE MAN WHO WAS ELECTED PRESIDENT WITH THE GREATEST POPULAR VOTE IN BRAZIL'S HISTORY, RETURNED TO SAO PAULO STATE WHERE HE WAS A HIGHLY SUCCESSFUL GOVERNOR FROM 1955 TO 1959.

    STUDENTS AND POLITICAL SUPPORTERS OF THE 43-YEAR-OLD PRESIDENT WERE QUICK TO REACT IN A COUNTRY TENSE AND UNCERTAIN. TO THE CRIES OF "JANIO MUST COME BACK" THEY HURLED STONES AT WINDOWS AND CARS. POLICE USED TEAR GAS TO CONTROL THE DEMONSTRATIONS.

    WITH THE CONSTITUTIONAL SUCCESSOR TO THE PRESIDENCY, - VICE-PRESIDENT AND WEALTHY RANCHER JOAO GOULART - IN SINGAPORE EN ROUTE HOME FROM A FAR EAST TOUR, THE SPEAKER OF THE CHAMBER OF DEPUTIES, SENHOR RANIERI MAZZILLIA, TOOK OVER AS ACTING PRESIDENT. ONE OF HIS FIRST TASKS WAS TO CONFER WITH THE WAR MINISTER AND SERVICE CHIEFS TO DRAW UP EMERGENCY MEASURES.

    EARLY OPPOSITION TO VICE-PRESIDENT GOULART BY CERTAIN ARMY CHIEFS WAS REPORTED TO BE DYING AUGUST 29 WHEN A BRAZILIAN PARLIAMENTARY DELEGATION ARRIVED IN PARIS TO MEET SENHOR GOULART BEFORE HIS EXPECTED RETURN TO BRAZIL.

HE ALLOWED HIMSELF TO BE PERSUADED TO RETURN - WITH THE RESULTING GREATER POWER.

    PRESIDENT QUADROS TOOK OFFICE JANUARY 31 AND SAID: "BY AUGUST I WILL NOT HAVE A FRIEND LEFT IN THIS COUNTRY". HIS RESIGNATION WAS PROOF OF THE POLITICAL DISCORD HE HAD BROUGHT TO SOUTH AMERICA'S LARGEST AND MOST POPULOUS COUNTRY. SELF-STYLED "MAN WITH THE BROOM," HE HAD BEEN INCREASINGLY ATTACKED FOR HAVING LEFT-WING LEANINGS. ONE OF HIS FIRST MOVES WAS TO REOPEN RELATIONS WITH COMMUNIST COUNTRIES.
