Background: President Kasavubu, of the Congo Republic, arrived in New York Nov 7 for the United Nations debate on the Congo, due to begin Nov 8. His journey began with his departure from Leopoldville, Nov 6.

A Congolese guard of honour and members of the diplomatic corps in Leopoldville were at the quayside to greet him as he arrived with his Foreign Minister, Mr. Bomboko, to embark for Brazzaville and its airport on the other side of the River Congo.

From Brazzaville he began the first stage of the journey. During a brief stop in Paris Mr. Kasavubu said he thought a conciliation commission, as suggested by the UN, would be an interference in the Congo's internal affairs, and that the summoning of the Congolese Parliament would be premature.

Subjects for discussion by the General Assembly include the UN report by Mr. Dayal - Mr. Hammarskjoeld's representative on the spot - about conditions in the Congo and the return of Belgians to the former colony, and the problem of deciding who should represent the Congo at the United Nations.
