O'CONNELL: "What matters to us and to the British people is that this truce is effective. Therefore let's make it effective, let's see what form it takes on Tuesday.

CHARLTON: You're telling me you have no understandings until Tuesday and thereafter.

O'CONNELL: I would say that we made an offer on the clear understandings that there would be a reciprocation. It has come. We go on from there to Tuesday, and on Tuesday certain things will start happening.

CHARLTON: "You're (indistinct) to deliver the goods by Monday, in other words if (indistinct) tonight at midnight.

O'CONNELL: There will be a ceasefire.....we will deliver the goods, from Monday on.

CHARLTON: Surely you want' deny that the majority of people in Northern Ireland want to remain part of the United Kingdom.

O'CONNELL: I would accept that. A great deal of protestants wish to remain part of the United Kingdom. What I would like to do at this point in time is to meet those people and to say to them, what do you mean (indistinct) part of the United Kingdom.

CHARLTON: But you're stuck with what you've done, you see, you've brought them....the whole case to the brink of Civil War by the campaign. You've gambled on there being no backlash, as its called, from the protestants. You've taken them to the very brink....how can you be confident that they won't react against you? You bear the most terrible responsibility.

O'CONNELL: We appreciate that. We did come to the brink. We have not gone over the brink and that is what matters. Now we say, instead of going over the brink, if the UDA Vanguard want to go over the brink that is their decision. We say, do not go over the brink (indistinct) and meet us. We will go and meet you and let's get talking about the Ireland, of our province...the province of Ulster...it is your Ulster, it is our Ulster.....let's get talking about that here and now. Forget about going over the brink. Let's act like people who believe there's a future going over the brink. Let's act like people who believe there's a future in this country."

Background: Interviewed by Michael Charlton on BBC's "Panorama" programme on Monday evening (26 June), the Vice-President of Sinn Fein...the political wing of the Provisional IRA...Mr David O'Connell, said "we will deliver the goods", "there will be a ceasefire". This was a direct reference to the truce, called by the Provisional IRA, and scheduled to begin at 2400 hours on Monday (26 June). There has been speculation among political observers that not all members will respect the truce. Mr O'Connell, when asked if he could be confident that protestants "pushed to the very brink" wouldn't react against the Provisional IRA, said it was time to start talking and act "like people who believe there's future" in Ulster.
