    SEQ. 2: TOLBA: "The climate for cooperative endeavour in the United Nations is at present critically influenced by progress towards the global round of negotiations. I believe that the present situation of instability and structural disequilibrium in the world economy, a situation unparalleled since the Second World War, while making it more difficult the move towards the negotiations, strengthens in a very real sense the raison d'etre for the negotiations themselves. Another aspect of the deteriorating climate for international cooperation is the issue of the arms race, and the use of military force. Arms expenditure continues unabated, already surpassing 500 billion dollars a year. The implications of this situation for the use of resources better devoted to development, and its deleterious implications for the environment, are well known, and less-strained international relations at every corner of the globe are essential to make financial and natural resources and trained manpower available for constructive, rather than destructive, purposes. I sincerely hope that more positive results in this respect can be achieved at the second special session of the General Assembly on disarmament, which will be held in New York in June of next year. You are aware that the target for contribution to the Environment fund was 150 million dollars for the period 1978-1981. At this moment, the total pledges to the Fund are only slightly over 125 million dollars, despite appeals by the Governing Council, the Economic and Social Council and the.... General Assembly. Certain late payments have intended to complicate the situation. Further, the global nature of the Fund, that we are aspiring to achieve, is impaired by the fact that, up to the end of last month, 10, 21, and 34 countries had not paid their expected contributions for 1978, 1979 and 1980 respectively. If the present trend continues, the implications for UNEP's ability to implement approved programmes properly, and for its catalytic role, and its capacity to support and sustain the evergrowing concern for the environment the world over, need not underlining."

    Background: INTRODUCTION: The 58 member states of the United Nations environment Programme (UNEP) met in Nairobi on Wednesday (13 May) to begin two weeks of talks on world environment issues. The meeting in the Kenyan capital is due to cover subjects such as energy sources, water pollution and the increase of toxic chemicals in food. Discussions will also review the progress of UNEP programmes covering the pollution of regional seas, global soils policy and environmental law. In his opening statement, UNEP's Executive Director Mostafa Tolba, spoke about the present period of instability in the world economy.
