    Background: Talks held Wednesday (12 March) in Manila between Chinese Foreign Minister Huang Hua and President Ferdinand Marcos of the Philippines centred on a wide range of security questions. Both men agreed that the United States played a crucial role in preventing war.

    Mr. Huang arrived in the Philippines Tuesday (11 March), at the start of a tour of ASEAN countries.

    SYNOPSIS: The trip is seen as the start of a fresh Chinese initiative to consolidate its position in Southeast Asia.

    Only moments after landing, the Chinese Foreign Minster launched a bitter attack against the Soviet Union, describing it as a threat to the region.

    He told reporters that peace in the region could only be preserved if the Soviet-backed Vietnamese troops withdraw from Kampuchea.

    Mr. Huang described Soviet actions in the region as "dangerous" and of being a "real threat".

    During more than two hours of discussions at Malacanang Palace with President Marcos, Mr. Huang reiterated China's pledge to support Thailand if it were attacked or invaded.

    Both men exchanged views on the entire security situation throughout the world, particularly the Middle East and Asia.

    President marcos told reporters after the meeting, he and the Chinese Foreign Minister "were both agreed that the United States plays a very crucial role in preventing or stopping war."
    Mr. Huang will visit Malaysia and Singapore before returning to China via Hong Kong.
