    Background: Soviet Premier Nikita Khrushchev - on day two of his informal week-end visit to Helsinki for Finnish President Urho Kekkonen's 60th birthday celebrations - visited the Stroemberg electrical equipment factory Sept 3. After a tour through the workshops he told workers the Soviet Union was planning a 60-ton sputnik - a sort of space train.

    Later - at a private luncheon given for the Russian Prime Minister at the Presidential Palace - Mr. Khrushchev presented President Kekkonen with a 2 feet high silver vase engraved with Moscow scenes. He had also given the Finnish President a helicopter and an ambulance.

    Both statesmen made references at the luncheon to Finnish-Soviet relations. Mr. Kekkonen said: "My philosophy is different to yours. I have a different concept of a prosperous future. But, in spite of this, we meet as good friends. I know that you are a sincere friend of Finland." In reply, Premier Khrushchev said: "I can, on behalf of the people of the Soviet Union, and the Government, say that we feel full confidence and respect for Finland, the people of Finland, the Government of Finland, and personally for your, Mr. President."
    The next day - September 4 - Mr. Khrushchev was host to the Finnish President, and members of his Government, at a luncheon party in the Russian Embassy. The Soviet Prime Minister later left by rail for Moscow and was seen off by President Kekkonen and Mr. Sukselainen, Finland's Premier.

    During his brief visit, Premier Khrushchev premised President Kekkonen that Russia will negotiate with Finland on her proposed entry into the European Free Trade Association. Hitherto, the Soviet Union had refused to send a delegation of Helsinki or to accept Finnish delegates in Moscow to discuss the proposal.
