    Background: President Kenneth Kaunda of Zambia formally opened the third session of the Second National Assembly of Zambia at the Parliament Buildings in Lusaka yesterday, 8th January. In his speech to the assembly, he said that the British Conservative Government had decided, even before it came to power, either to recognise Rhodesia or sell arms to South Africa.

    In his speech to the National Assembly, President Kaunda said that Mr. Edward Heath, while he was Britain's leader of the Opposition last February, sent representatives to Lusaka for discussions. President Kaunda said that from these discussions it would either sell arms to South Africa or recognise the Smith regime in Rhodesia.
