    INTRODUCTION: The President of the Socialist Republic of Madagascar Didier Ratsiraka, has arrived in India for talks with Indian Prime Minister, Mrs Indira Gandhi. The two countries are known to have a common interest in the security of the Indian Ocean region and the situation in Afghanistan.

    SYNOPSIS: President Ratsiraka, seen here arriving at New Delhi airport, came to power in an army coup in 1972. His country had won its independence from France in 1960. He quickly transformed the economy of the world's fourth largest island to a socialist one. The president made close friends with the Soviet Union, but has kept Madagascar as a non-aligned republic. Mr. Ratsiraka was met by President Reddy of India along with other officials of Mrs Gandhi's government.

    In his talks with Mrs Gandhi later, Mr. Ratsiraka was to discuss the power rivalry in the Indian Ocean, and relations between their two countries. On the question of Afghanistan, both countries have not condemned the Soviet intervention. Madagascar voted with the Soviet Union during a United Nations debate. But the Madagascars have stayed non-aligned by refusing to give the Soviet Union bases on its soil despite repeated requests.

    President Reddy held a banquet for his guest later at which he attacked the South African invasion of Angola. Madagascar is separated from South Africa by a narrow stretch of water.
