    Background: The United Nations Security Council, meeting in New York, August 8, agreed to a new resolution on the Congo, demanding to immediate, unconditional withdrawal of Belgian troops and reassuring the Premier of Katanga, Moise Tshombe, that the U.N. would not interfere in domestic Congo problems - meaning the province's withdrawal from the Congo in an attempt to set up an independent republic.

    A Russian amendment asking that Secretary-General Hammarskjoeld use "decisive measures - without hesitating to use any means to that end - to remove Belgian troops and to maintain the territorial integrity and political independence of the Congo" was rejected by the Council.

    After Mr Hammarskjoeld had condemned military action "in which Africans kill Africans or Congolese kill Congolese", an announcement was broadcast from Ghana stating that President Nkrumah and Congo Premier Patrice Lumumba had agreed to set up a joint high command of African states to oust Belgian forces should United Nations not do so.
