    LATER IN THE EVENING, MR. DUNCAN SANDYS HELD TOP-LEVEL TALKS WITH THE MALAYAN PRIME MINISTER, TUNKU ABDUL RAHMAN, SINGAPORE'S PRIME MINISTER, MR. LEE KUAN YEW AND THE TWO LEADERS OF SARAWAK AND NORTH BORNEO.

    MEANWHILE, THE SARAWAK GOVERNMENT'S ANNOUNCEMENT THAT THE STATE WOULD HAVE DE FACTO INTERNAL SELF-GOVERNMENT FROM AUGUST 31 WAS REGARDED BY POLITICAL OBSERVERS IN THE MALAYSIAN TERRITORIES AS A BLOW TO THOSE WHO WANT TO PREVENT THE FORMATION OF MALAYSIA.

    OBSERVERS SAID THE SARAWAK DECLARATION INDICATED BRITAIN'S DETERMINATION THAT THERE SHOULD BE NO UNREASONABLE DELAY IN THE FORMATION OF MALAYSIA.
