    TRANSCRIPT: SEQ. 4: DENG: "I will not want to get involved in passing judgement on the legality or legitimacy of any particular government, but there is one reality in front of us - a fact which we must recognise. And that is that there is Monrovia we have someone who alleges himself as the leader of Uganda. We also have someone else, who is Lule in Kenya, who has announced to the international media that he is the legitimate leader of Uganda, and that another leader had been imposed on the people of Uganda whereas he was and is the legitimate leader by the choice of the people of Uganda. Yet another leader, somewhere we know not where, claims that he is the legitimate leader of Uganda, that an African country has gathered an army, and imposed another leader and another government on the people of Uganda, and that he continues to be the legitimate leader of uganda. Now these are realities that we must recognise. As to which of these is the leader of Uganda is an issue which I believe must be left for the people of Uganda and not for any African country to determine what kind of a political system, what kind of an economic system, what kind of government the people of Uganda ought to have. This, as I said earlier is an issue which we in the Sudan, recognise is entirely up to the people of Uganda."

    Background: The 16th annual conference of the Organisation of African Unity (OAU) ended in the Liberian capital of Monrovia last week after a summit beset by disagreements on how the Organisation should handle the continent's major problems. The Tanzanian-backed invasion of Uganda earlier this year brought strong criticism from the Sudanese President Jaafar Mohamed Nimeiri at the beginning of the conference. The outgoing chairman of the OAU said the invasion had violated the territorial integrity of a member state, and called for strengthening of the Organisations's charter to prevent a repetition. African leaders failed to reach agreement ton the Ugandan issue, and after several heated exchanges discussions of the matter was shelved. The Sudanese delegation re-iterated criticism of Tanzania when Vice-President and Foreign Affairs Minister El Rashid El Tahir Bakr called on Ugandans to be given the chance to decide their won political and economic future.
