    SADAT: "The Egyptian and Israeli delegation discussed the Palestinian problem. The position of Egypt is that on the West Bank and the Gaza Strip, a Palestinian state should be established. The position of Israel is that Palestinian Arabs, Judea, Samaria and the Gaza Strip should enjoy self-rule. And we have agreed that -- because we have differed on this issue -- we agreed that the issue would be discussed in the political committee of the Cairo preparatory conference. I hope I have given you some light upon our work and thank you again."



    BEGIN: "Mr. President, Ladies and Gentlemen. I have come here a hopeful Prime Minister, I am leaving a happy man. The conference at Ismailia has been successful. We will continue with the momentum of the peace-making process. Now starts the phase of the most serious negotiations, in detail: how to establish peace between Egypt and Israel as part of the comprehensive peace settlement throughout the Middle East."

    Background: Israeli Prime Minister Menachem Begin is back home after two days of intensive talks in Egypt -- talks he has described as successful and giving a "further push to peace." Mr. Begin and President Anwar Sadat agreed to form two committees -- one military and one political -- to meet during January to discuss various aspects of a comprehensive settlement. The committees will then report to the Cairo preparatory conference which is to be upgraded to ministerial level.

    SYNOPSIS: But at a news conference in Ismailia after the talks, it was clear the two men had failed to reach a breakthrough on the Palestinian question. President Sadat reported first on the discussions:
