    TROOPS COMMANDED BY BEN BELLA SUPPORTER YOUSSEF SAADI PATROLLED THE STREETS OF THE UPPER CASBAH, SURROUNDED BY THE FORCES OF WILLAYA 4 WHO ENGAGED THEM IN A FIERCE GUN BATTLE LAST SUNDAY.

    M. YOUSSEF SAADI, A FORMER GUERILLA CHIEF APPOINTED BY M. BEN BELLA TO REPRESENT THE POLITBURO'S INTERESTS IN ALGIERS, ACTED AS HOST TO A NEWS CONFERENCE HELD AT HIS HEADQUARTERS BY M. KHIDER. DURING A LONG DISCOURSE, IN WHICH M. KHIDER SAID THE POLITBURO HOPED ORDER WOULD BE RESTORED IN A FEW DAYS. M. BEN BELLA STEPPED INTO THE ROOM. ASKED BY A JOURNALIST HOW HE HAD GOT TO ALGIERS FROM ORAN, WHERE HE FLED AFTER HIS OPEN BREAK WITH WILLAYA LEADERS LAST MONTH, M. BEN BELLA SAID: "I HAVE NOTHING TO SAY. IT IS M. KHIDER WHO IS HERE TO SPEAK."
    (THE VICE-PREMIER BROKE HIS SILENCE SHORTLY AFTERWARDS, WHEN HE ADDRESSED A CROWD OF 3,000 IN THE FORUM. HE TOLD THEM: "THE CRISIS IS OVER - THE FIGHTING HAS STOPPED." A CEASEFIRE AGREEMENT HAD BEEN REACHED WITH THE LEADERS OF WILLAYA 3 AND 4, ON THE PRINCIPLE THAT EACH OF THE COUNTRY'S SIX COMMANDS WOULD PROVIDE ONE BATTALION FOR AN ALGIERS GARRISON.

    GIVING MORE DETAILS TODAY, M. KHIDER SAID THE CITY OF ALGIERS WOULD BECOME A "DEMILITARIZED ZONE" CONTROLLED BY A POLICE FORCE RESPONSIBLE TO THE POLITBURO. THE GARRISON WOULD STAY ON THE OUTSKIRTS. THE CONVERSION OF THE GUERILLA FORCES INTO A NATIONAL ARMY - THE ISSUE THAT SPARKED OFF THE BITTER STRUGGLE - HAD NOW BEEN AGREED BY THE WILLAYA LEADERS. GENERAL ELECTIONS WOULD PROBABLY BE HELD ON SEPTEMBER 16).
