    Background: INTRODUCTION: Israel's President Yitzhak Navon has called on Prime Minister Begin to from the next government. the President made the announcement of Tuesday (14 July) after meeting with members of the minor parties who won parliamentary seats in Israel's General Elections two weeks ago. The meeting took place on Monday (13 July).

    SYNOPSIS: President Navon had invited the newly-elected members of Parliament to his Jerusalem residence. Representatives of the Likud party asked that their leader, Mr. Begin from the next government.

    The President listened sympathetically to their case and later the leader of the Likud delegation Haim Kaufman said the President appeared interest in their proposal.

    In the space of just 24 hours, President Navon was to meet the four major parties and representatives of the twelve faction groups.

    To gain a one-seat majority over the Opposition Labour Party, Prime Minister Begin allied with the National Religious Party, the Orthodox Agudat Israel Party, and the Tami Party which represents religious Jews of Asian and North American origin. Doubts had been cost on the alliance when squabbling broke out over Ministerial posts.

    After President Navon called on Mr. Begin to form a government he was given 21 days, with a similar option, to form a workable majority.
