    Background: The University of Cape Coast was officially inaugurated on Saturday (18 Nov). The institution was established ten years ago as the University Collage of Cape Coast.

    When the first degrees were awarded on saturday, honorary degrees were also awarded to three eminent citizens for their contributions to humanity generally, as well as in their special fields.

    They were Mr. Justice Nii Amma Ollenu, Archbishop Kodwo Amissah, Catholic Archbishop of Cape Coast, and Miss. Ruby Papafio.

    Colonel I.K. Acheampong, Head of State and Chairman of the national Redemption Council. addressed the gathering. He mentioned the significance of the University's policy of training graduate teachers for secondary schools and training colleges. But he also complained of "a certain lackadaisical attitude" in Ghanaian Universities, a lack of the Pride found in other countries. Even the books on Ghana itself were often produced by outsiders, he said, and Ghanaians had supplied facts but only accepted them as authoritative when they had been collated by others.

    On academic freedom, Col. Acheampong said it should not be used as a device to evade constraints and sacrifices required of he nation as a whole -- and, as the universities were financed from public funds, it was only fair they should be accountable for their use.
