Background: Investigations have been continuing into alleged massive bribery made by the United States' Lockheed Corporation to further the sale of its aircraft in Japan. Mr. toshiharu Ohkubo, a former Managing Director of Japan's giant Marubeni Corporation, was arrested on Tuesday (22 June) on suspicion of perjury.

SYNOPSIS: Three senior officials of the domestic All Nippon Airways were accused with Mr. Ohkubo of violating Japan's foreign exchange and trade control law. Mr. Ohkubo was the agent for Lockheed in Japan and police have accused him of illegally receiving money from a former Tokyo representative of the American company.

A parliamentary committee has been set up to look into the scandal and Mr. Ohkubo was called to testify before it. He denied allegations that he had received money illegally from lockheed to promote the sale of its aircraft in Japan. However, he was arrested shortly after his testimony, on suspicion of perjury, but he was not immediately charged. The only formal charges laid until then were against Yoshio Kodama, lockheed's so-called "secret consultant", for massive income tax evasion. The police must send the documents on Mr. Ohkubo's case to the Public Prosecutor's office, which decides whether or not formal charges should be laid.

The police investigations at the offices of All Nippon Airways led to the arrest of the company's Managing director, Yuji Sawa, the Head of the company's Accounts department and its business operations manager. Police said the three men are suspected of receiving over 50 million yen (about 17 million US dollars) in 1974 from Lockheed in violation of Japan's foreign exchange laws.
