    Background: TWO THOUSAND PHILIPPINE TROOPS LEFT MANILA ON SUNDAY (11 SEPTEMBER) FOR SOUTH VIETNAM, WHERE THEY WILL HELP THE SOUTH VIETNAMESE GOVERNMENT'S EFFORTS AGAINST THE VIET CONG. AT THE SAME TIME, ABOUT 1,000 STUDENTS WERE PICKETING THE PRESIDENTIAL PALACE PROTESTING AGAINST THE GOVERNMENT'S DECISION TO SEND THE TROOPS.

    THE TROOPS -- ALL VOLUNTEERS -- WILL NOT TAKE PART IN ANY OFFENSIVE MILITARY CAMPAIGNS. THEIR PRIMARY DUTY WILL BE TO HELP THE SOUTH VIETNAMESE IN THE HINTERLAND TO BUILD BETTER HOMES AND DEFENCES AGAINST THE VIET CONG.

    AS THE TROOPS WERE ABOUT TO LEAVE MANILA, SOME 1,000 STUDENTS PICKETED THE PRESIDENTIAL PALACE TO PROTEST AGAINST THE TROOP'S DEPARTURE. POLICE THEN ALLOWED THE STUDENTS INTO THE PALACE GROUNDS WHERE A RALLY WAS STAGED. THE STUDENTS CARRIED ANTI-AMERICAN POSTERS.

    PRESIDENT MARCOS WENT TO THE TROOPS' STAGING AREA AND TOLD THEM THAT THEY WERE GOING TO SOUTH VIETNAM "TO FIGHT FOR PEACE".

    BEFORE GOING ABOARD THE TRANSPORT SHIP, THE SOLDIERS ATTENDED A SPECIAL ROMAN CATHOLIC MASS.
