    Background: PRESIDENT JOHNSON AND THE LEADERS OF SOUTH VIETNAM LAID SPECIAL EMPHASIS ON THE CIVIL SIDE OF THE VIETNAM STRUGGLE DURING THEIR TALKS AT GUAM THIS WEEK. THEIR TWO-DAY MEETING ENDED ON TUESDAY WITH A JOINT COMMUNIQUE WHICH DEALT MAINLY WITH THE PACIFICATION AND REDEVELOPMENT PROGRAMMES IN SOUTH VIETNAM. THESE, IT SAID, WERE BEGINNING TO SHOW ENCOURAGING RESULTS DESPITE VIETCONG EFFORTS TO DISRUPT THEM.

    SOME OF THE MOST SUCCESSFUL PACIFICATION PROGRAMMES -- THE SCHEME FOR UPROOTING VIETCONG FORCES FROM RURAL AREAS AND REPLACING THEM WITH GOVERNMENT TEAMS -- HAVE BEEN ACCOMPLISHED BY THE KOREAN INFANTRY DIVISION, KNOWN AS THE "FIERCE TIGERS." SINCE THEY ARRIVED IN SOUTH VIETNAM IN NOVEMBER, 1965, THEY ARE REPORTED TO HAVE SEIZED MORE THAN 750 SQUARE MILES (ABOUT 2,000 SQUARE KILOMETRES) FROM THE VIETCONG FORCES.

    IN A RECENT 60-DAY OPERATION, THE TIGERS OPENED UP ONE OF SOUTH VIETNAM'S MAJOR ROUTES -- HIGHWAY ONE -- FROM QUI NHON TO SONG CUA, WHICH HAD BEEN CONTROLLED BY THE VIETCONG FOR TWO YEARS. THE SOUTH KOREANS SAY THEY SEIZED ABOUT 273 SQUARE MILES (ABOUT 720 SQUARE KMS) CF FARMLAND NEAR QUI NHON, KILLED 211 VIETCONG, CAPTURED 402 AND DETAINED 673 SUSPECTS. AND ABOUT 20,000 INHABITANTS IN THE AREA, THEY SAY, HAVE BEEN BROUGHT UNDER THE CONTROL OF THE GOVERNMENT.

    THE TIGERS HAVE DONE MORE THAN GIVE PROTECTION TO THE SOUTH VIETNAMESE VILLAGERS - THEY HAVE PROVIDED MEDICAL DISPENSARIES, SET UP SMALL MARKET PLACES AND ISSUED FOOD, CLOTHING AND BLANKETS TO THOSE IN NEED, THEY CO-OPERATE WITH THE VILLAGERS AND HELP THEM WITH ANY COMMUNITY PROJECT THAT IS URGENTLY NEEDED. THE PACIFICATION SCHEME INCLUDES PROGRAMMES TO STAMP OUT ILLITERACY AND IMPROVE EDUCATION, TO INCREASE MEDICAL CARE AND TO KEEP THE VILLAGERS INFORMED OF WHAT THE SOUTH VIETNAMESE GOVERNMENT IS DOING AND WHY.

    INSIDE THE HUGE AREA CLEARED BY THE SOUTH KOREANS, THE FIGHTING HAS VIRTUALLY STOPPED. DISTRICTS WHICH WERE ONCE THICKLY POPULATED BY THE VIETCONG ARE NOW SAID TO BE RARELY PENETRATED FROM OUTSIDE. THE LINE BETWEEN FRIENDLINESS AND HOSTILITY -- SUPPORT FOR THE GOVERNMENT OR FOR THE VIETCONG -- IS SAID TO BE VERY THIN IN THE SMALL VILLAGES. SOUTH VIETNAM'S PACIFICATION SCHEME AIMS TO SHOW PEOPLE SECURITY AND THE BEGINNINGS OF PROSPERITY IN AN EFFORT TO BRING THEM OVER TO THE GOVERNMENT SIDE.
