"The Israeli raids, air raids, or shelling, by rockets or artillery to the civilians, quarters, camps, and villages clarifies once more the natural of the Israeli enemy -- the fascist nature of the Israeli enemy. The Israelis know very well the nature of the targets they have struck in the past three days. They know very well that these targets were not military at all. They have concentrated their fire on civilian targets, villages, camps and civilian quarters. The casualties clarify also that the Israelis intended to hit the civilian quarters because out of two hundred killed and injured you have no military personnel. We think that the Israelis are trying to expert pressure on reactionary forces who are in Lebanon or in the Arab world to continue their plans to liquidate the Palestinian revolution. The political aim is to mobilise......these reactionaries to continue the armed battle against the Palestinian movement."
The Palestine Liberation Organisation said on Friday it had appealed to the United Nations to stop the Israeli air raids. The Organisation said similar messages had been sent to non-aligned and Islamic countries. The messages only referred to Wednesday's attacks. At the United Nations on Friday, Israel said exploding ammunition stores were the apparent cause of civilian casualties and considerable damage in Wednesday's raids. The Israeli representative at the UN, Chaim Herzog, said it was the fault of the PLO which as a matter of policy located their military installations in or near civilian installations in the hope of inhibiting action against them.

Background: Israeli warplanes raided targets in southern Lebanon on Friday (11 November) for the second time in three days. Early reports said 12 people had been killed. The area hit was south of the port city of tyre. The 15-minute raid came as rescue workers were still recovering bodies from the ruins of a nearby village where at least 60 Lebanese civilians were killed by bombs from Israeli aircraft on Wednesday (9 November). As on previous occasions the Israeli raids followed a rocket attack against an Israeli settlement across the border from Lebanon. In the Lebanese capital of Beirut on Friday, a spokesman for the Popular Front for the Liberation of Palestine, Mr. Bassem Abou Sherif, spoke about the Israeli raids. The PFLP is the main group in the so-called "Rejectionist Group", which rejects any negotiations with Israel on the Palestine question.
