    SOMALIA DELEGATE: "Mr. President, it's with these considerations in mind that my delegation has the privilege in introducing a draft resolution contained in document number S 10606 which is distributed to the Council members. Although it's sponsored by three African members of the Council, namely Guinea, Sudan and my own country, Somalia, it has the full backing of all member states of the Organisation of African Unity. I trust that this draft resolution will be viewed objectively and will find full support from all members of this council."



    SUDAN DELEGATE: "I'm sure that all members of the Council after a week on African soil and among African people have had a feel of what colonialism and racism mean to us here and how fervently determined we are to erase these anachronistic barbarities from our soil. The United Nations Security Council - and this is the firm belief of our people - can never act as an insular, self-contained and uncompromising institution. If it does so, it will be both wanting and ineffective."



    BURUNDI DELEGATE: IN FRENCH - TRANSLATION AS FOLLOWS: "The Burundi delegation abstains from separating the two Siamese twins that are apartheid and colonialism, ideological bastards of the same origin and generating the same consequences, except for a few variations."

    Background: In Addis Ababa on Thursday (3 Feb) three African nations called on the United Nations Security Council to block the proposed Anglo-Rhodesian independence settlement. Somalia, Sudan and Guinea tabled a resolution asking the 15-nation Council to deplore "Britain's failure to end the white rebellion" and urged the creation of a constitutional conference with African majority representatives to formulate new proposals. U.N. member states should take more stringent measures to assure full use of sanctions against rhodesia, the resolution added.

    Following the resolution, Burundi delegate Terence Nsanze described apartheid and colonialism as "siamese twins" and "ideological bastards of the same origin". Earlier, the three African countries had rejected British Ambassador Sir Colin Crowe's pleas for milder language, during intensive private talks. Britain later refused to accept the resolution.

    The Rhodesia situation was the main preoccupation of this special session of the Security Council -- its first outside New York for 20 years. The eight-day session ended on Saturday (5 Feb.)
