    Background: Archbishop Makarios, President-Elect of Cyprus, in Nicosia, Mar 25, led Greek Cypriots in celebrating the 140th anniversary of the Greek insurrection for independence against their Turkish overlords.

    After a church service, school-children and trade-unionists in national costume marched to the Greek consulate, where Archbishop Makarios and the Greek Consul watched them from the balcony.

    Cyprus - ceded to Britain by Turkey in 1878 - was never therefore engaged in the physical struggle for freedom from Turkish domination, but its Greek population is involved in a dispute as knotty - if not as bloody. Archbishop Makarios and the British Colonial Under-Secretary, Julian Amery, are again deadlocked on the lingering problem of British bases in Cyprus. After five years of bitter guerrilla warfare Britain agreed to a Cypriot Republic provided she could retain 120 square miles for military bases on the island. Archbishop Makarios is not prepared to grant more than 80. So deadlock continues, with the Archbishop threatening to break off all negotiations unless agreement is reached by April 1.
