    TRANSCRIPT SEQ 2: ROGERS: The action of Congress in defeating this legislation has been a very serious blow to the foreign policy of the United States. The reaction throughout the world has been extremely adverse, and it has been very difficult to explain it to our friends and allies. We have made solemn commitments as a nation over the year that we would take into account the problems that are created when we withdraw our forces from some of these countries. We have provided other countries with assurances that we will take action which will provide stability in the world. We have as you know reduced the troops strength in Vietnam by a very large amount -- over 350,000 - but this defeat would not permit us to provide supporting assistance. Certainly it weakens our position in Paris, because it looks as if the Congress will not support the President in his Vietnamisation programme. So certainly that is one area where our negotiating stance is weakened. Certainly in the Middle East it's affected. We have indicated to Jordan that we would give them some military assistance to provide greater capability on their part to handle the problem of internal security - and the stability of Jordan is very essential to the negotiations in that part of the world. And there are a lot of other ways it could be harmful to the President's ability to negotiate successfully.

Mr. Rogers was speaking at a White House press conference after the meeting with President Nixon.

    Today (Wednesday) he went before the Senate Foreign Relations Committee to urge restoration of the foreign aid programme.
