THE PREVIOUS DAY AT A PRESS CONFERENCE, LIBYAN LEADER COLONEL MUAMMAR GADDAFI SAID IT WAS NOT IN HIS JURISDICTION TO ALLOW THE RELEASE OF THE BRITONS, AND EMPHASIZED THERE WAS NO QUESTION OF HIS RELEASING THE MEN AS A GOODWILL GESTURE BEFORE CHRISTMAS. THE LIBYAN LEADER'S STATEMENT CAME ON THE DAY WHEN A FIFTH BRITON DETAINED IN LIBYA, WAS ALLOWED TO GO HOME. MR WAITE, COMMENTING ON COLONEL GADDAFI'S STATEMENT, SAID IT MERELY DEFINED THE LIBYAN LEADER'S POSITION, AND POSITIONS COULD CHANGE. MR. WAITE IS EXPECTED TO MEET COLONEL GADDAFI WITHIN THE NEXT FEW DAYS. BRITISH OFFICIALS BELIEVE THE FOUR MEN ARE BEING DETAINED AS A RETALIATORY MEASURE FOR THE EXPULSION OF LIBYAN DIPLOMATS FROM BRITAIN FOLLOWING THE SHOOTING OF A POLICEWOMAN OUTSIDE THE LIBYAN EMBASSY IN JUNE THIS YEAR.
