    Background: A three-day conference of Common Afro-Malagasy Organisation (OCAM) culture ministers to discuss the statutes and financing of an African institute opened in Dakar on Wednesday (November 25).

    OCAM Secretary General Falilou Kane said the institute, which OCAM head of state decided to set up at a meeting in January 1969, would establish a programme for African cultural exchanges. It would be open to all African countries, not only to OCAM members or French speaking countries.

    It is planned that the institute should have two departments. One to co-ordinate cultural centres and the other to handle cultural action. Both would deal with research and education.

    The institute's headquarters will be in Dakar.

    OCAM is made up of Senegal, Ivory Coast, Congo-Brazzaville, Cong-Kinshasa, Cameroun, Dahomey, Rwanda, the Malagasy Republic, Upper Volta, Niger, Chad, Togo, Gabon, the Central African Republic and Mauritius.
