Background: Egypt's President Anwar Sadat flew to Moscow from Cairo yesterday for important talks with Soviet leaders on the Middle East crisis, Egypt's internal situation, and his plans for confrontation with Israel. In a speech published shortly before his departure, President Sadat told his countrymen/zero-hour and final plans for any war with Israel could not be made until he had conferred at the Kremlin.
