    Background: U.S. Secretary of Defence, Caspar Weinberger, visited the Lebanese capital Beirut on September 1, the final day of the evacuation of Palestinian forces. Mr. Weinberger, the first official of the Reagan administration to visit the Lebanese capital since the Israeli invasion on June 6, said that U.S. marines would be out of Beirut within a few days. Mr. Weinberger also told reporters efforts were underway to arrange the withdrawal of Israeli and Syrian forces from Lebanon. After spending the day in Beirut, the Defence Secretary flew to Tel Aviv. There he faced an uncertain reception following President Reagan's August 31 message to Israel. The president had demanded a freeze on Jewish settlements in Israeli-occupied territories. Mr. Weinberger said he was not prepared to discuss the President's letter but that it was aimed at finding a solution to the Palestinian problem.
