TRANSCRIPT: (SEQ. 7): QUEEN ELIZABETH: "My Lords and Members of the House of Commons, my husbands and I look forward to our visit to Canada on the occasion of the centenary of the North West Territories and of the Province of Manitoba. The major international interests of Britain are the maintenance of peace, the promotion of prosperity, the settlement of disputes by conciliation agreement, and the encouragement of trade and peaceful exchanges between nations. My government has welcomed the opening, on the 30 of June, of negotiations on membership of the European Community. In these negotiations they will seek to reach agreement on terms fair to all concerned, and will remain in close consultation with out Commonwealth and EFTA partners, and with the Irish Republic. My government will work for the maintenance of the defensive strength of the North Atlantic Alliance and for a genuine reduction of tensions between East and West in Europe. My Ministers will make a full part in the meeting of Commonwealth heads of Government in Singapore in January in 1971. They will co-operative with our Commonwealth friends in measures aimed at maintaining peace and stability in commonwealth countries in South East Asia.

Background: Queen Elizabeth drove from Buckingham Palace, her London home today (July 2) in a State Procession to the Palace of Westminster. With historic pageantry, she performed the State Opening of Parliament and announced the home and overseas policies of the two week old Government of Prime Minister, Edward Heath.

In the Upper Chamber of Parliament, before scarlet and ermine cloaked Lords, Ambassadors and their wives, and Members of the new Government and Opposition Members, Her Majesty outlined the future policy of the Government.

With the husband, the Duke of Edinburgh close by her, Her Majesty read the Queen's speech. She said:
For the first time the State Opening of Parliament and the Queen's speech was televised in colour.

SYNOPSIS: With historic pageantry Queen Elizabeth entered the House of Lords, escorted by her husband, the Duke of Edinburgh, to perform the State Opening of Parliament. Between ranks of scarlet and ermine robed Lords she walked to the Throne, where she would read the Queen's Speech, outlining the policies of Mr. Edward Heath's two week old Government.

With Members of the House of Commons present, led by Prime Minister Heath and Opposition Leader Harold Wilson, Her Majesty read the document outlining the Government's intentions:
For the first time, the State Opening of Parliament and the Queen's Speech was televised in colour. The pomp and pageantry of the occasion, as old as the British Parliament itself, was seen throughout the United Kingdom by millions of Her Majesty's subjects, and the policies of the nation's new Government, revealed direct from the Upper Chamber of the Palace of Westminster.
