    Background: INTRODUCTION: The Commander in Chief of the Pan African Peacekeeping force for Chad, Colonel Geoffrey Ejuga, arrived in the capital, N'Djamena early this month. Colonel Ejuga, from Nigeria, arrived five days before the main contingent of his country's troop contribution. There have been recent clashes between government forces and rebels in the east of Chad, and the OAU units are under pressure to join President Goukouni Oueddei's troops to contain his enemies.

    SYNOPSIS: The Organisation of African Unity (OAU) agreed to draft troops into Chad last month when President Goukouni Oueddei asked his Libyan backers to leave the country. There have been delays in the arrival of the force, but the commander was able to assure Chadian officials that 2000 Nigerian troops would be arriving shortly. Of the six contributing African nations Zairean and Senegalese soldiers have already arrived.

    The Nigerians, who are providing the largest contingent, are to patrol the area around the capital. Which units will be deployed in the north on the Libyan border and which in east where the rebel forces of Hissene Habre are active are still to be decided.

    OAU officials have said the force is for use only as a guard against an external threat to the country, but Chad's President Goukouni Oueddei wants the force to be under his control for use in the fight against former Defence Minister Habre.
