    RHODESIA'S HIGH COURT JUDGES, STILL APPARENTLY UNWILLING TO GRANT THE SMITH REGIME DE JURE RECOGNITION, DID NOT MARCH IN THE PROCESSION. THEY HAVE ALREADY GIVEN THE REGIME THEIR DE FACTO RECOGNITION, BUT ARE BELIEVED TO BE STILL UNWILLING TO GIVE IT DE JURE RECOGNITION -- WHICH THEIR PRESENCE AT THE OPENING WOULD HAVE SIGNIFIED.

    THE OPENING OF PARLIAMENT PASSED WITH LITTLE OF THE CEREMONIAL OF PRE-UDI DAYS. SIR HUMPHREY GIBBS, THE BRITISH-APPOINTED GOVERNOR, WAS ALSO ABSENT AS USUAL SINCE UDI. HIS "SPEECH FROM THE THONE" WAS GIVEN BY MR. DUPONT.
