    AFZALI: "From the beginning of the war, better to call it from the beginning of the Iraqi aggression, the Iraqi navy was never able to sail and to come up from the (indistrict) territory. If since now some hits have happened in (indistrict), these hits are very often from aircraft attacks or from shore based ground-to-ground missile attacks and as I mentioned before, the Iraqi naval attack to (indistrict) oilfields has happened, because they used the Kuwaitian water territory. They said on the April 12, attack, they sunk two Iranian warships. This is completely untrue and we reject it hundred per cent."

    Iran and Iraq fought a naval battle in the Gulf on April 12, 1983, and Iran claimed that one of its off-shore oil-wells at the Nowruz field was hit by a missile. Iraq counter-claimed that its navy sank two large Iranian naval vessels, which had approached the Iraqi coast, but did not mention any attack on the oil-wells. The news of the battle disrupted a crisis meeting in Kuwait of ministers from Gulf states, including Iran and Iraq, set up to discuss the giant oil slick, which was spreading across much of the Gulf. Iranian government members accused the Iraqi forces of trying to pollute the Gulf. They insisted, however, that the well fire had gone out and there was no new oil spill. In a news conference on April 16 in Teheran, Iranian Naval Commander Afzali accused the Iraqis of using Kuwaiti water territories for their attacks on the Iranian oil-wells. He also denied that Iranian naval vessels had been sunk by the Iraqi forces.
