    MR McNAMARA WAS VISITING DAKAR AT THE START OF A TOUR OF WEST AFRICA ON BEHALF OF THE WORLD BANK. WHILE IN SENEGAL HE VISITED SEVERAL OF HE COUNTRY'S GROUNDNUT-PRODUCING AREAS.

    IN HIS SPEECH AT THE SIGNING CEREMONY, MR McNAMARA REAFFIRMED THE WORLD BANK'S INTENTION TO TRIPLE ITS LOANS TO AFRICAN COUNTRIES OVER THE NEXT FIVE YEARS.

    THE BANK HAD ALREADY PROVIDED SENEGAL WITH FINANCIAL AID FOR TRANSPORT AND INDUSTRY, AND THE NEW PROGRAMME WAS AIMED AT THE VITAL SECTOR OF AGRICULTURE, HE SAID. THE BENEFIT WOULD BE FELT BY MORE THAN A QUARTER OF SENEGAL'S POPULATION.

    PRESIDENT SENGHOR SAID THAT WHILE OTHER COUNTRIES MADE INDUSTRIALISATION THE KEY TO THEIR DEVELOPMENT, SENEGAL PUT THE ACCENT ON RURAL ACTIVITIES.

    (MR McNAMARA LEFT DAKAR ON TUESDAY (11 FEB) FOR ABIDJAN, WHERE HE HAD DISCUSSIONS ON FINANCIAL CO-OPERATION WITH THE IVORY COAST GOVERNMENT).
