    Background: ONE OF THE BIGGEST MANUFACTURING INDUSTRIES IN THE IVORY COAST IS RUN THE S.A.F.A.R. (SOCIETE AFRICAINE DE FABRICATION DES AUTOMOBILES RENAULT) IN ASSEMBLING MOTOR VEHICLES. THE COMPANY IS WHOLLY OWNED BY THE RENAULT MOTOR COMPANY OF FRANCE.

    THE IVORY COAST WAS SO ANXIOUS TO HAVE MOTOR VEHICLES MADE IN ABIDJAN THAT IT GRANTED THE RENAULT COMPANY THE SPECIAL PRIVILEGE OF NOT HAVING TO PAY IMPORT DUTY ON IMPORTED UNASSEMBLED PARTS. S.A.F.A.R. ALSO DOES NOT HAVE TO PAY INCOME TAX. THE IVORY COAST LOSES AT LEAST GBP500,000 A YEAR WHICH IT COULD HAVE EARNED BUT FOR THE TAX CONCESSIONS.

    S.A.F.A.R. BRINGS IN THE UNASSEMBLED MOTOR VEHICLE PARTS FROM FRANCE AND ASSEMBLES THEM AT THE ABIDJAN FACTORY. THE RANGE INCLUDES THE ENTIRE RANGE OF THE RENAULT OUTPUT, FROM 35 TON TRUCKS TO TRACTORS. THE EMPLOYEES INCLUDE SEVEN FRENCHMEN AND 150 IVORIENS, ALL OF WHOM WERE TRAINED LOCALLY.

    THE COMPANY, FORMED IN 1961, PRODUCES ABOUT 2,000 MOTOR VEHICLES AND TRACTORS A YEAR WITH A MAXIMUM CAPACITY OF 2,200. SOME OF THESE ARE EXPORTED. SOME 120 VEHICLES HAVE SO FAR BEEN EXPORTED TO UPPER VOLTA AND NIGER, AND THERE ARE PLANS TO EXPORT 400 A YEAR TO SENEGAL.
