Background: Zaire's Foreign Minister, M. Nguza Kari-i-Bond and the West German Foreign Affairs Minister, Herr Hans Genscher met in Bonn on Tuesday (17 February) where they discussed Angola and other African related issues. Also on the agenda for the talks, was trade relations between Zaire and West Germany.
The discussions on Angola came on the same day that France unilaterally recognised the MPLA as the government of Angola. The decision threw the other eight European Common Market countries into disarray over recognition of the MPLA.
West Germany and the United Kingdom had wanted to wait until Community Foreign Ministers met next week before a Common Market decision on MPLA recognition was taken.
During the Angolan crisis, Zaire has backed the FNLA forces led by Holden Roberto--- the brother-in-law of Zaire President Mobutu Sese Seko. The MPLA claims to have defeated the FNLA -- and UNITA the other rival liberation movement is in retreat from MPLA forces in southern Angola.
