Background: President Mobutu Sese Seko of Zaire arrived in Ouagadougou on Monday (April 29) from Lome for a short visit to Upper Volta.
President Mobutu, who had attended Togo's Independence Day in Lome the previous day, was met at Ouagadougou airport by President Sangoule Lamizana and other senior Upper Volta Government officials. The Zaire leader was presented with flowers by young girls as he stepped from his aircraft. A large crowd gathered to welcome him both at the airport and along the route of his motorcade into the Upper Volta capital.
The two presidents then has a short series of talks. Among the topics believed to have been discussed was the recent takeover by a military junta in Portugal, and the implications for Portugal's African territories of Angola, Mozambique and Guinea-B???au. At a news conference later President Mobutu said that the rest of Africa only wanted to know when the military junta will give the territories complete independence. Following his visit to Upper Volta, the Zaire leader flew to Dahomey for talks with that country's leader, Lieutenant Colonel Mathiou Kerakou.
