Background: President Abbe Youlou of the Republic of the Congo visited the site of the proposed Kouilou Dam - at Sounda Gorge about 80-miles from the port of Pointe-Noire - to inaugurate work on the new project, Mar. 24. President Tshombe of Katanga in the neighbouring Congo Republic was also present for the ceremony.
Although all the money for the dam has not been found work has already started on the small town that will house the engineers. When completed the 380-fit. concrete arch dam wall will span the Kouilou river and form a lake of 620 square miles. The hydroelectric power will be carried to Pointe-Noire, where it will be used in the expanding aluminium industry. With the cheap power the port will develop into the main industrial region in the country.
In his address President Youlou said methods of raising the money for the dam construction were being worked out. Already the project has been planned down to the last details. It is estimated that the power will reach the factories about six years after the main work gets underway.
Also attending the ceremony were various Government Ministers including Vice-President Tehitchelle President De Gaulle was represented by economic advisor Bokanowski. The French Government have agreed to contribute financially. Money for the scheme will also come from the private firms that will benefit from the cheap power.
