    TRANSCRIPT: IBRAHIM: "To keep the seat vacant is therefore to condone armed intervention in the internal affairs of Kampuchea. Worst of all, the General Assembly is asked to deprive the victim of aggression from occupying its rightful place in the United Nations."



    PETER: "In the absence of a superior claim, the General Assembly should seat the representatives of the government whose credentials were accepted by the previous General Assembly. The Heng Samrin regime, installed and maintained by Vietnam, through its military invasion and continuing occupation of Kampuchea, does not present such a superior claim."

    Background: The United Nations Assembly voted on Friday (September 21) in favour of allowing Kampuchea's ousted Pol Pot administration to keep its seat. There'd been disagreement between members over whether to accept the Pol Pot delegation or the newly installed government in Pnom Penh, that of Heng Samrin....whose forces, backed by Vietnamese, took over government of Kampuchea early this year.

    SYNOPSIS: M. Andre Ernemann, of Belgium, Chairman of Credentials Committee -- which voted 6 to 3 on Wednesday (September 19) to accept the Pol Pot's delegates credentials began the debate with a call for the General assembly to approve the committee's recommendations.

    The Soviet Union's permanent representative to the United Nations, Ambassador Oleg Troyanovsky, opposed the Credentials Committee recommendation. Moscow does not support the Peking-backed Pol Pot administration and, together with Vietnam, has been seeking support for the rival Heng Samrin government....whose government in Kampuchea was installed eight months ago, with Vietnamese military backing.

    An amendment, proposed by India that the Kampuchean seat should be left vacant, was opposed by Malaysia...Mr Sri Zaiton Ibrahim...

    The United States representative, Mr. Richard Petree, spoke out in favour of Credentials Committee recommendation.

    At the end of the debate, the Chairman of the General Assembly, Mr. Salim Ahmed Salim, of Tanzania, put the report of the Credentials Committee to the vote...
