    THE 47-YEAR-OLD RIGHTING PRESIDENT, WHO HAS CLUNG TO POWER THROUGH A SERIES OF POLITICAL CRISES SINCE MID-1973, CUT THE NUMBER OF MINISTRIES FROM 18 TO 16.

    CHIEF CASUALTIES WERE COLONEL WALTER CASTRO, THE INTERIOR MINISTER, AND PEASANT AFFAIRS MINISTER COLONEL RAMON AZERO, BOTH OF WHOM HAD OFFERED THEIR RESIGNATIONS AFTER THE CRUSHING TO THE PEASANT REVOLT AROUND COCHABAMBA, BOLIVIA'S SECOND CITY.

    ACCORDING TO THE GOVERNMENT 13 PEASANTS DIED WHEN TROOPS BACKED BY TANKS AND AIRCRAFT DISLODGED THEM FROM BARRICADES THROWN UP OUTSIDE THE CITY TO PROTEST AT THE DOUBLING IN PRICE OF ESSENTIAL FOODS. ROMAN CATHOLIC GROUPS, HOWEVER, HAVE PUBLICLY CLAIMED AT LEAST 100 PEASANTS DIED.

    TWO INDEPENDENTS, WALTER CERRUTO AND GUIDO VALLE ANTELO, WERE DROPPED FROM THE MINISTRY OF STATE WITHOUT PORTFOLIO AND THE MINISTRY SECRETARIAT OF THE PRESIDENCY, AND THEIR MINISTRIES ABOLISHED.

    THEY, TOO, HAD REPORTEDLY OFFERED THEIR RESIGNATIONS TO PRESIDENT BANZER, WHO HAS RULED THIS IMPOVERISHED LANDLOCKED SOUTH AMERICAN REPUBLIC SINCE SEIZING POWER IN A BRIEF CIVIL WAR FROM LEFTWING PRESIDENT JUAN JOSE TORRES IN 1971.

    THE NEW INTERIOR MINISTER WAS AIRFORCE LT-COL JUAN PEREDA ASBUN, MOVED FROM THE INDUSTRY AND COMMERCE MINISTRY, WHILE THE AGRICULTURE AND PEASANT AFFAIRS MINISTRIES WERE MERGED INTO A SINGLE PORTFOLIO UNDER COLONEL ALBERTO NATUSH BUSCHI THE PREVIOUS AGRICULTURE MINISTER.

    THE TWO NEW COLONELS WERE MIGUEL AYOROA MONTANO REPLACING LT-COL PEREDA AT THE INDUSTRY AND COMMERCE MINISTRY, AND GUILLERMO JIMENEZ GALLO AT THE INDUSTRY AND COMMERCE MINISTRY, AND GUILLERMO JIMENEZ GALLO AT THE MINISTRY FOR POWER AND HYDROCARBONS.

    THE PREVIOUS HYDROCARBONS MINISTER, INDEPENDENT ROBERTO CAPRILES WAS GIVEN THE NEWLY-CREATED MINISTRY FOR THE CO-ORDINATION OF THE PRESIDENCY OF THE REPUBLIC.
