Background: Jacques Chirac, the Gaullist Prime Minister who has led the French government for two years, resigned on Wednesday (25 August) Because of growing differences with President Valery Giscard d'Estaing.

SYNOPSIS: His resignation has brought down the curtain on two decades of Gaullist power at the top levels of French government. In statement. 43-year old Monsieur Chirac said that he did not have the means to carry out his duties effectively.

Under the French system, his departure brought with it the resignation of the entire government, but many ministers are expected to stay in their posts under the new administration. The upheaval climaxed weeks of un???tainty over Monsieur Chirac's fate. An exchange of letter released by the Elysee Presidential Palace showed that he submitted his resignation because President Giscard d'Estaing refused him greater authority in dealing with France's political and economic problems.

Monsieur Chirac's successor was also announced on Wednesday. He is Monsieur Raymond Barre, aged 52, who was serving in the government as External Trade Minister and is described as a "non-political technocrat with wide experience in European affairs". Born on the island of La Reunion, Monsieur Barre has earned the reputation of being a tough negotiator, despite his outward courtesy and charm. He has no affiliation with any of the parties in the ruling coalition government and in his first statement, after his appointment he said that he could not hide the difficulties awaiting him.
