    Background: Taipei, the capital of Taiwan, was preparing for its National Day Double Tenth celebrations over the weekend. All of the city's public buildings were decorated with lights and banners proclaiming the anniversary.

    On Tuesday, Government officials, foreign diplomats and Taipei citizens packed into the square in front of the Presidential palace to hear speeches and to watch a march-past of troops and members of the armed forces.

    It was the first time in 23 years that Generalissimo Chiang Kai-shek did not put in a personal appearance at the celebrations. Nearly a quarter of a million people in the square heard his annual message read by Vice-President Yen Chia-kan.

    After the speeches, the parades began. There were no military vehicles rolling through the square, but the troops and armed forces appeared in the same numbers as last year.
