It's a good decision and we also hope it is a sign of the friendship between the United States and Israel and we certainly hope to keep it that way."



    SEQ. 10: SPOKESMAN: "We consider this resolution means withdrawal on all three fronts in the Middle East dispute -- Sinai, the Golan Heights, West Bank and Gaza -- to the exact borders and security arrangements we agreed in the negotiations. These negotiations must start without any preconditions from andy side. This means no territories, including the West Bank, are automatically excluded from the items to be negotiated."

    Background: The United States announced on Monday (27 June) that it sees Israel's withdrawal from the occupied West Bank of the river Jordan as part of a durable Middle East peace settlement. The announcement is not expected to please the new Likud coalition administration in Israel. It came only one day after Israel's Prime Minister Menachem Begin was congratulating President Jimmy Carter on his decision to authorise new arms sales to Israel. He commented on the move after a Cabinet meeting in Jerusalem on Sunday (26 June).

    SYNOPSIS: Prime Minister Begin used the occasion of the Cabinet meeting to present his new Ministers to Israel's President Katzir. The Likud-led coalition formally assumed power on the 20th of June. The appointment of general Moshe Dayan -- on the right -- as Foreign Minister caused a certain amount of controversy. General Dayan was formerly a member of the Labour Party, defeated at the last general election. There have been no signs as yet of any differences within the Cabinet.

    After the Presentation of ministers before the President, a full meeting of the Cabinet was held at the Prime Minister's office. Both General dayan and Mr. begin have become known for their hard-line opinions on Israel's occupation of former Arab Lands. The two men have said in the past that there should be no withdrawal from the West Bank. But the Prime Minister has not been so keen to set down any well defined pre-conditions for discussing a Middle East peace settlement since coming to office. He has stated the need for Israel to maintain its god relations with the United States.

    The American view on Israeli withdrawal is based on a United Nations resolution, said a Washington spokesman.
