Background: The Soviet Union and the Democratic Republic of Afghanistan singed a Declaration on Thursday afternoon, October 16, in the Kremlin. it was singed by Leonid Brezhnev, General Secretary of the CPSU Central Committee Chairman of the Presidium of the Supreme Soviet the USSR, and Babrak Karmal, General Secretary of the Central Committee of the People's democratic Party of Afghanistan, Chairmen of the Revolutionary Council and Prime Minister of the Democratic Republic of Afghanistan.
Babrak Karmal came to Moscow on an official friendly visit on October 16, afternoon. As B. Karmal declared at the dinner in his honour this visit shows high level of friendship and coopers on between the Soviet Union and Afghanistan, manifests full unity of both country and identity of their positions at all levels.
In the course of the Soviet-Afghan talks and the meeting between Leonid Brezhnev and Babrak Karmal which took place eon October 16, the Sides discussed issues of further development of state and party co-operation between the USSR and the DRA. The Sides emphasized again that Soviet aid to Afghanistan has only one aim -- to stop military intervention against the Afghan revolution and all other forms of imperialistic interference with the Afghan affairs. As soon as actions are stopped and their discontinued is clearly guaranteed, the reasons that compelled the DRA government to seek for Soviet aid would no longer be valid.
Babrak Karmal will stay in the USSR till October 24. On October 20, in the morning, the party and governmental delegation of the Democratic Republic of Afghanistan is leaving Moscow for a familiarization trip around the Soviet Union.
