    Background: As Chile's Congress today (24 October) confirmed Dr. Salvador Allende as the first democratically-elected Marxist President in Latin-American history, all seemed set for the nationalisation of the nation's copper industry. The copper mines are responsible for 70 per cent of Chile's international earnings.

    The world's largest copper mine - El Teniente - is situated in Chile. It represents only a part of the vast Unites States investments in Chilean copper in the past three years. But only seven out of its 7,000 employees are American. So nationalisation does not appear to present many practical difficulties. The Chileans should be able to run the industry without American help.

    The Vietnam War has resulted in a world boom in copper which has bene a great stimulus to the Chilean economy. If peace comes to Vietnam, the Chilean industry could suffer, regardless of Dr. Allende's take-over plans.

    There is no doubt that Dr. Allende has widespread support inside his country for his copper policy. On sign of it is slogans on walls in Santiago, saying "The copper will be Chilean". However the Marxist leader is being careful not to go too fast. The nationalisation, he said this week, will proceed "with all prudent speed".

    Chile is under a state of emergency after the shooting on Thursday (22 October) of the Army's Commander-in-Chief, General Rene Schneider, who has supported the constitutional election of Dr. Allende.
