    Background: Bolivia's National Electoral Commission announced on September 21 that it would take two weeks to bring back to power the civilian government, headed by Hernan Silez Zuazo, which had won the 1980 elections. The electoral Commission was set up in August this year to pave the way for the country's return to civilian rule. The hand over was initially planned for August 1983, but a general strike organised by the powerful bolivian Workers' Confederation (COB) forced President Guido Vildoso's military government to reinstate on September 17 the political parties represented in the 1980 elections. COB had pledged to stop all but emergency activities until the winners of the 1980 elections were restored to power. The elections were won by the Centre-left Democratic and Popular Party headed by Senor Zuazo. But the military took power, and declared the elections fraudulent.
