    Background: A new independent African state was born Jan 1 - Kamerun, formerly the French Cameroons and one-time German colony. In Duala, Prime Minister Ahmadou Ahidjo proclaimed the country's independence and saluted a marchpast of troops and civilians.
    But for the three million Africans living in Kamerun the day was overshadowed by 100 reported deaths in two days of violence, organised by an exiled revolutionary group - the Kamerun People's Union - in a bid to impress foreign delegates attending the celebrations.
    These celebrations were cut to a minimum. Prime Minister Ahidjo ruled with emergency powers enforced by the French-trained Army.
    Among those with the Prime Minister at the review were French officers who had helped lead Kamerun to nationhood; Dag Hammarskjoeld, U.N. Secretary-General; Cabot Lodge of the U.S.; representatives of the Soviet Union; Britain and independent or near-independent African states.
    A referendum will be held on the proposed Constitution in February and general elections a month later - if Government and Army can prevent local strife becoming civil war.
