Background: WESTERN TRADE WITH CUBA - AFTER THE SALE OF BRITISH BUSES TO CUBA, OTHER FIRMS IN BRITAIN MAY WELL FOLLOW THE LEAD TAKEN BY LEYLAND MOTORS. AMONG THEM IS THIS FIRM, "AVELING AND BARFORD", FAMOUS FOR THEIR ROAD BUILDING EQUIPMENT. THEY ARE REPORTED TO BE NEGOTIATING WITH CUBA FOR THE SALE OF HEAVY EQUIPMENT.

THEY EXPORT GOODS TO MORE THAT 115 COUNTRIES ALL ROUND THE WORLD, INCLUDING AMERICA. AMONG THE EQUIPMENT THEY PRODUCE ARE STEAM ROLLERS--THEY MADE THE FIRST ONE EVER NEARLY 100 YEARS AGO--HEAVY DUTY TRUCKS, AND EXCAVATING EQUIPMENT.

A FIRM WHICH COULD BE AFFECTED BY THE U.S. BOYCOTT OF TRADE WITH CUBA ARE STANDARD-TRIUMPH CARS BECAUSE THEY'RE BUILT BY LEYLAND MOTORS. AN AMERICAN DEMOCRATIC REPRESENTATIVE SPEAKING IN THE HOUSE OF REPRESENTATIVES HAS URGED A BOYCOTT OF PRODUCTS MADE BY FIRMS TRADING WITH CUBA. HE SAID: CASTRO IS A PASSENGER IN EVERY TRIUMPH CAR." THIS FOLLOWED AN INTERVIEW WITH THE AMERICAN SECRETARY OF STATE, MR. DEAN RUSK, LAST WEEKEND, WHEN HE SAID THERE MIGHT BE SOME CONSUMER REACTION TOWARDS FIRMS TRADING WITH CUBA.

TRIUMPH CARS ARE AMONG THE BIGGEST BRITISH EXPORTERS TO AMERICA. THEY HAVE SOLD OVER 53,000 IN THE PAST FOUR YEARS.

TODAY (THURSDAY) THE U.S. STATE DEPARTMENT ANNOUNCED THAT THE GOVERNMENT "DOES NOT FAVOUR CONSUMER BOYCOTTS" OF GOODS EXPORTED TO THE UNITED STATES BY FOREIGN FIRMS TRADING WITH CUBA.
