    Background: INTRODUCTION: Following the re-establishment of relations between Spain and the Soviet Union, a Spanish Municipal delegation has been visiting the USSR. The visit comes only a month after the two nations ended a 40-year period of coolness towards each other.

    SYNOPSIS: The Spanish delegation went to the Soviet capital at the invitation of the Moscow City Soviet - the equivalent of a Municipal Council On Tuesday (22 March) the delegation was received by the Chairman of the Moscow Soviet's Executive Committee, Vladimir Promyslov, who told them the Soviet people were happy at the resumption of relations. He quoted the communist leader, Leonid Brezhnev, as saying their new relations were a prominent event in Europe's political life. The Spanish delegation was led by the Mayor of Spain, Juan de Arespagochada, interested in Moscow's Metro underground railway. He said he hoped co-operation with Moscow could solve some problems faced by the Madrid Subway in the Spanish capital.

    Mr. Promyslov drew a picture of Moscow, underlining the municipal services needed to provide services for a city with the population of almost eight million people. He said 55 million square metres of living accommodation had been constructed during the last ten years.
