    Background: As urban guerrillas stepped up their campaign against President Peron's government in Argentina last week police began taking hard-line action against known dissidents.

    In the country's capital, Buenos Aires, police broke up a demonstration by left wing youths on Tuesday (January 22nd) against President Peron's announced intention to "reform" the penal code. Heavier sentences against such crimes as kidnapping and incitement to violence are proposed.

    The Federal Government also announced its intention to take over the administration of the Buenos Aires province following a daring terrorist attack on an army garrison.

    The province's governor has resigned as a full-scale hunt got under way to track down the attackers who kidnapped an army colonel as well as killing a number of soldiers.

    SYNOPSIS: Although the demonstration was initially peaceful a small bomb explosion on the upper floors of a hotel sparked off a strong police reaction. Many demonstrators fled into a nearby cinema but were quickly arrested after they provided unable to tell police the plot of the film. However, there were no official reports of any deaths despite claims by demonstrators that a number of people had been shot.

    Later in the night police exchanged shots with snipers in central Buenos Aires as the crack-down continued. In parliament President Peron told party members that if the Government used the same methods as the dissidents, it would destroy the urban guerrilla movement within a week. However the government preferred to use lawful methods and heavier penalties were essential if the guerrillas were to be beaten.
