    Background: THE THIRD ATTEMPT TO ORBIT A SATELLITE FAILED THIS MORNING WHEN A FOUR STAGE LAMBDA $S ROCKET LOST RADIO CONTACT EIGHT MINUTES AFTER LAUNCHING. INFORMED SOURCES SAID THAT JAPAN COULD NOT NOW HOPE TO ORBIT A SATELLITE FOR THE TIME BEING. THE TWO PREVIOUS FAILURE WERE ON SEPTEMBER 26 AND DECEMBER 20 LAST YEAR, THE THIRD LAMBDA WAS LAUNCHED AT 11:40 a.m. AT AN ANGLE OF 64 DEGREES FROM THE KAGOSHIMA SPACE CENTRE UCHINOURA TOWN OF THE TOKYO UNIVERSITY INSTITUTE OF SPACE AND AERONAUTICAL SCIENCE. THE ROCKET TOOK AN EASTERLY COURSE OVER THE PACIFIC. AN INSTITUTE SPOKESMAN SAID LATER THAT THE THIRD STAGE FAILED TO IGNITE AS SCHEDULED ONE MINUTE AND 53 SECONDS AFTER LAUNCHING. THE RADIOWAVE LABORATORY OF THE POST AND TELECOMMUNICATIONS MINISTPY IN IBARAKI PREFECTURE SAID ITS PARABOLA ANTENNA TRACKED THE ROCKET'S COURSE FOR EIGHT MINUTES AND THEN LOST CONTACT. THE INSTITUTE SPOKESMAN SAID THAT THE INSTITUTE STILL HAD THREE SIMILAR ROCKETS TO BE LAUNCHED THIS FISCAL YEAR. INSTITUTE SCIENTIST EXPRESSED THEIR DISAPPOINTMENT SINCE THE SECOND LAMBDA SHOT, THE LAMBDA 4S IS 16.378 METERS LONG AND WEIGHS 9.578 TONS AND IS the smallest rocket in the world designed TO PLACE A SATELLITE ORBIT, TODAY'S LAUNCH WAS A LEAD-UP TO THE LAUNCHING OF THE FOUR STAGE MU 4S ROCKET NEXT FISCAL YEAR STARTING APRIL 1, 1968 TO PUT A FULL-SCALE SATELLITE IN ORBIT. THE LAMBDA 4S3 SHOULD HAVE PUT ITS 1.1 METER LONG PAYLOAD INTO AN ELLIPTICAL ORBIT ABOUT 600 KILOMETERS OVER THE BONIN ISLAND IN THE PACIFIC NINE MINUTES AND 14 SECONDS AFTER LAUNCHING.
