MAURICE COUVE DE MURVILLE, THE FRENCH FOREIGN MINISTER, AND THE UNITED STATES UNDER SECRETARY OF STATE, MR. GEORGE BALL. THE MEETING WAS ALSO ATTENDED BY THE UNITED STATES AMBASSADOR IN PARIS, MR. CHARLES BOHLEN.

    MR. BALL IS IN PARIS TO ADDRESS A MEETING OF THE N.A.T.O. PERMANENT COUNCIL ON TUESDAY. M. COUVE DE MURVILLE TOOK THE OPPORTUNITY OF MR. BALL'S PRESENCE IN THE CITY TO EXPLAIN TO HIM FRANCE'S POSITION ON THE VIETNAM ISSUE.

    FRANCE HAS MADE IT CLEAR IN THE PAST THAT IT CONSIDERS THE PROBLEM CANNOT BE SOLVED BY THE USE OF ARMED FORCE - VIEWS WHICH ARE AT SHARP VARIANCE TO PRESENT UNITED STATES POLICY. AFTER A 35-MINUTE MEETING WITH M. COUVE DE MURVILLE, MR. BALL CAME OUT OF THE FOREIGN MINISTRY BUILDING AND SAID THE EXCHANGE OF VIEWS HAD BEEN "VERY PLEASANT".

    MR. BALL IS ONE OF PRESIDENT JOHNSON'S CLOSEST ADVISORS.
